There doesn't appear to be a console in Empire: Total War in which to enter in cheats. However, 777-300ER has posted this as a possible workaround:

Download cheat engine here.

Step 1: In the upper left corner of cheat engine, you select which programs you wish to have cheats for. Select "empire.exe" (this step requires that you have the game running already).

Step 2: Under value, type in the current amount of funds you have (i.e. 35000), and press for your first scan.

Step 3: Now, go in-game and buy something, or end your turn to get a different amount of funds. After this, type in the new amount in the "Cheat Engine" program in value query again. Press for your next scan.

Step 4: At this point, you should now only have one option to choose from, under "addresses." In the left box, double click and highlight the memory block. Push enter to modify the value (i.e. 999999).

There doesn't appear to be a console in Empire: Total War in which to enter in cheats. However, 777-300ER has posted this as a possible workaround:

Download cheat engine here. cheatengine.org/downloads.php

Step 1: In the upper left corner of cheat engine, you select which programs you wish to have cheats for. Select "empire.exe" (this step requires that you have the game running already).
