Arming the people is something that leaders find detestable and frightening, necessary perhaps, but certainly unwelcome.
Overview
These people are the common populace with whatever dangerous weapons they can obtain by fair means or foul. If a leader has reached the point of asking his people to act as this kind of militia, things are indeed desperate! If the governed have reached this point on their own, then matters are truly desperate for their leaders!

Semenys are little more than garrison soldiers, and should not be used in the field unless absolutely necessary. As a mob, they are not likely to hold their ground against disciplined soldiers. They have very poor melee and shooting skills and so should not be expected to rout enemy units in their own. However if used en masse then they are able to make more of a dent onto the enemy lines.
