Description
Battles are started on the parade ground.
A drill school does much to remake recruits into obedient soldiers, willing to obey orders without thought. This improves their charge bonus into close combat.
All Victorian armies used weapons that required a mass of troops to work as one. From marching in formation to occupy land, to delivering accurate and disciplined volley fire, the rank and file were expected to be part of the regimental machine, not individuals. Some units did require individualism from the men, it is true, but for the most part strict adherence to orders and good discipline were required in battle and in barracks. Drill, endless drill, is one way of instilling instinctive obedience into recruits. If they are conditioned to obey orders on the drill square, they will be more inclined to do so in the heat of battle.
Other Information
The Drill School is completely useless as an investment as the only units that can enjoy the benefit of +15 charge are melee-dedicated infantry and cavalry units. Even then, there will rarely ever come a chance for a battle to be decided by a infantry or cavalry charge as the fighting will mostly be exchanges of rifle and cannon fire.
