This is only the preliminary Constitution, comments wanted. Change suggestions to naming convention etc welcomed.


Preface: Recognition of power and Inviolable rights of the people.

Just as nations serve their countries and federal officers serve their people, we the undersign believe that this website exist to serve the community. This document is not a set of constraints or rules upon the rights of people, but rather as liberation from the superior powers of tyrants of web 1.0. Freedom is in the air.

The Constitution places in recognition the forever the natural rights of people,

  1. Freedom of Speech.
  2. All members shall have right to a fair trial.
  3. All members are equal under the eye of the law

Article I. The promise of freedom

The owners of a server exist to serve the community; power of the owner is ultimately derived from the pleasure of the people. This document is the ultimate law of the website and all related functions, all including the website administrators, server owners, technical experts in charge of running the servers, are subject to the Law. If any seek to subvert the laws of the website, it is the duty of every member to rise up and rebel, and leave the site if necessary.


Article II. Monetary Matters

Any money the community generates belongs to the community to distribute; monetary income and expenditure must be kept public and well recorded. All decisions over what to do with the funds are to be decided upon by the Growth and Funds Committee.


Article III. On legislation

The government of the website shall have only one branch, that of the Civitates. The people make all decisions through the body known as the Curia. All decisions are to be debated by the entire Civitate body, and the Civil Servants are charged to carry out their decisions; The committees of the Curia,

  1. The Growth and Funds Committee is a 19 member generally elected committee charged with overseeing the income and expenditure of funds of the community and website as well as overseeing methods of growth for the website;
    1. Their debate is done in a public forum, some very specific and necessarily secret discussions done in a private forum, but ultimately set to public debate;
    2. Their members serve for a term of six months, with a maximum of two consecutive terms;
    3. At any time any civitate may bring a vote of no-confidence against a particular member, reasons for this can be various, and only a majority vote is needed for the measure to pass;
    4. Run – off campaigns have a week to take place, elections occur the week following;
    5. A spending bill must to be approved by the curia as a whole after it is formulated. A simple majority is needed for it to pass;
    6. Work with the senior consuls on expanding revenue;
    7. Work with the consuls on increasing the size of the virtual democracy;
    8. Precedents for spending bills include, server expansions and upgrades, awarding prizes for tournaments and contests, paying out dividends to the entire curia (0.o).
  1. The Consilium de Civitate is a 29 member oversight committee;
    1. Fourteen are appointed by the Consuls, four from each the senior consuls, three from each of the junior consuls;
    2. Fifteen are generally elected by the Lower House.
    3. At any time any Civitate may bring a vote of no-confidence against a particular member, reasons for this can be various, and only a majority vote is needed for the measure to pass;
    4. Run – off campaigns have a week to take place, elections occur the week following;
    5. The CdeC is the body to which all members bring their grievances against the civil servants as well as reviewing penalty cases;
    6. Members wishing to become a Civitate will bring their request to the CdeC, at which time the CdC may approve or disprove of the member;
    7. Members must have a minimum of fifty posts;
    8. Members must have committed no infractions in the past month;
    9. Only a majority is needed for the member to past the CdeC;
    10. The CdeC does not have the power to strip a Civitate of their citizenship;
    11. The CdeC is also the body charged with ensuring no abuses of power occurs.

Article IV. Division of Ranks

The visitors of the website will be thusly divided,

  1. Unregistered Guests with no rights whatsoever,
  2. Registered Members allowed to participate in site functions,
  3. Voting Members known as Civitates charged with dictating site function,
  4. Civil Servants charged with enforcing the decisions of the Civitate body;
    1. The Senior Consuls are two elected members with administrative accessibility and while both of their responsibilities and tasks are general and overlapping;
      1. the Executive Officer is charge of technical matters relating to the site and moderation;
      2. the Director will be the community liaison in charge of organizing community events, marketing the website, and relations with the community and outsiders in general;
    2. The Junior Consuls are the two partners co-elected with the senior consuls;
    3. A moderation staff to be decided upon in the moderation bill, all moderators will be elected;
  5. No Consul may sit on a committee.

Article V. On ascending ranks

Any member with greater than 100 posts may become a Civitate by presenting their request to the Consilium de Civitate, a body of 200 Civitates with 100 Civitates to be confirmed or replaced every 120th day. Only a majority vote is required to pass the CdeC, with a quorum of 60 votes necessary.
