Billmen are Heavy Infantry units recruitable by England. They possess a high attack rating but have a very low defense rating due to their lack of a shield. Later in the campaign England can recruit Heavy Billmen, with increased attack and defense.

Billmen are not an effective replacement for spear men because they have no combat bonus against cavalry and will certainly crumble from a direct cavalry charge.
