Description

Tomorrow always comes in a stranger's garb.

A cotton weaving shed adds to the wealth of a province, and helps industry to grow. Cotton is not a native plant to Japan, so this building implies more contact with outsiders, making the process of modernising slightly easier. Access to cotton is required before the shed can be built.

Almost without exception, craft looms are powered by the craftsman, or craftswoman, making the cloth. The work is, as a result, physically quite hard. Power looms, first developed in England in the early 1700s were less tiring to use. They were first driven by waterwheels, and only later by coal-fired steam engines. The first mills built were all on hillsides in Northern England, precisely to take advantage of the force of water when it flows downhill. Japan, whatever else it may lack, does not suffer from a shortage of steep hillsides! Simple power looms are therefore easy to install.

• The Craft Workshop contributes +2 points to modernisation, requires no special resource, and is the cheapest to build but is the second-most slowest option.
• The Silk Weaving Shed is the fastest to build and adds the most to town wealth but only contributes +1 point to modernisation, requires silk, and is the second-most expensive option.
• The Cotton Weaving Shed contributes +3 points to clan modernisation and town growth but requires Exports of Cotton from the western powers, is expensive and slow to build, adds the least to town wealth, and inflicts a harsher penalty to public order.

Summary

The Easiest and Quickest way to reach Clan Development Level-4 is to build Craft Workshops in every province that you own. Then as soon as you max out, build Silk Weaving Sheds only since you won't need Craft Workshops anymore.

The Cotton Weaving Shed is the best option if you want the most growth and Modernization, and don't mind a Public Order penalty. All 3 Industry buildings eventually upgrade to a Factory, so don't worry too much about which choice you make.
