Step 1: in the upper left corner of cheatengine you select wich program you want cheats for. select empire.exe (requires the game running)
 
step 2: Under value you type in the current amount of funds you have ingame example 5000 and push first scan.
 
step 3: Now go ingame and buy something or end turn to get a different amount of funds, now type in the new amount in cheatengine under value again, push next scan.
 
Step 4: you should now only have one option to choose from under adresses in the left box, double click and in the lower box freeze it, in the lower box highlight the memory block and push enter to modify the value. Example 999999.
 
  
and it works. f it sounds a bit complex don't worry, it's easy and takes about 5 mins to set up and 30 secs each time you use it.
