The settlement level for a commandery capital in Total War: Three Kingdoms is changed by the buildings in the Settlement Administration building chain.

There is no minimum population requirement to upgrade a settlement, the only requirements are having the time and money to build the upgrade.

The most significant levels are the Small City and the Small Regional City. These two levels tend to be required to build more advanced buildings. They are also points where you acquire an extra building slot. The Small City is the first level with walls, although the walls don't necessarily make a settlement easier to defend on the battle-map they do mean that an attacking army has to build siege equipment before it can attack.
