For some reason after running the game, i cant play all factions, and the file is being undone without the unlock parameter.
The tutorial here doesn't appear to work. Here is how to really do it:
Go to Medieval II Total War\Data\world\maps\campaign\imperial_campaign. Backup the descr_strat file. Thereafter, open it in notepad or something similar. Find the "nonplayable" and "unlockable" sections (no quotes), and copy/paste the text into the "playable" section (no quotes)

Update: It appears that this does not work on some computers. Fix this by erasing the text you copy/pasted from it's original location. Remember to back-up files you edit!
