Thanks for the work on Remastered, I've separated out the Q&A stuff, that was a CA/Feral official thing, but my summary - the answers can still be seen here - they did say "You can optionally unlock all factions within the Pre-Game Options menu if you wish to play as any faction at the start instead of unlocking them by beating the campaign." - so I'd treat that as confirmed.
