In Empire Total War, the Admiral starts with a minimum of three stars for commands. As the old trait points are gone they instead generate followers and worded traits that transfigure to bomnuses on the field of battle. Usually if you have a captain who has fought battles and you promote him, the admiral will have the same name. Admirals in ETW come unlike Generals out of an alreayd made unit rather than make a new one. You can either make any ship a flagship or buy a pre-made one froma shipyard which when built creates an admiral, usually of a higher ranking.
