The Papal states are a non-playable Medievel 2: Total War. The Papal State in history was one of the major Italian states, unitl the unification in 1861. The head of the states are always the pope, who leads the troops into battle, and governs the Papal States only city Rome. You cannot play as the Papal States unless you mod your game.
Papal Religeon
The Papal States are strictly Catholic, and as the name suggests "Pope states". You therefore can join crusades as you wish.
