The TWC Modding Registry was a place where individual and team modders could submit a form that recognized them as the 'owners' of the mod. This showed who owned rights to the mod, basically. These rights are only enforcable within TWC however. A submitted form also allowed a mod to gain some publicity, as it contained categories that allow information for the mod to be publicized. The Modding Registrar was a Curial position whose occupant was responsible for the upkeep of the Modding Registry.

Taken from the Constitution. Modding Registrar - The Registrar shall be responsible for maintaining the Modding Registry, answering questions about the registry and resolving disputes between members concerning the registry in a fair and impartial manner.

Though the Curial position no longer exists, the Modding Registry itself remains, and is maintained by Gigantus.
