Prothalamos

The subforum of the Curia where Citizens can make proposals. It was originally made in like 2003 or something, along with the Curia Vote when someone figured out that anyone who could view the Curia could vote in the polls, which sort of threw off the point. Previously the Curia had been viewable to all, so it was kept that way and the Prothalamos and Curia Vote were made, hidden except to Citizens. They stayed that way long after the move to vBulletin made that bit unnecessary, but are by now viewable to everyone again.
