Description
A roof. Regular food. Regular pay. Glory and honour!
A barracks allows the recruitment of modern units in a province. A roof over one's head and regular food are powerful incentives to join the army.
Permanent barracks allow a standing army to be maintained in isolation from the civilian population, and any funny ideas that they may have about free speech or democracy. Even revolutionary armies quickly abandon one-man-one-vote as a way of creating discipline and deciding tactics when the bullets start flying. A permanent home for military units allows for a sense of identity, and for professionalism in the ranks, to develop.
Summary
The Barracks is an upgrade to the Cadet School, and is a very important one for some Clans. The Barracks enables the recruitment of Revolver Cavalry once the Technology is unlocked; an extremely useful unit when used correctly. It also provides the Sharpshooters, who have very good range but poor melee stats and fewer numbers.
For the Tosa Clan, the Barracks provides both Red Bear Infantry and Tosa Riflemen, making it a very important upgrade for this Clan. The Choshu get the Kihetai, a phenomenal Line Infantry type unit for a building available this early. The Aizu get Azure Dragon Force, a solid upgrade to the Black Tortoise Force. For these clans in particular, the Barracks is a very important upgrade. Other Clans might wish to wait a little before building the Barracks, depending on their priorities.
The Barracks also provides an extra Line Infantry garrison, as well as an extra +1 Modernization. It does not increase unhappiness from Modernization any further compared to the Cadet School.
