Eastern Roman Rebels are one of the non-playable factions(you need to put in a cheat to get them in the files of the game) in the Barbarian Invasion expansion for Rome: Total War. It is possible to make them playable but only by substantial alterations to the vanilla game, or by using a script.

Starting Position
The Eastern Roman Rebels do not start on the map, instead they take over Eastern Roman Empire settlements and armies if their loyalty level is too low.
