Portugal is a quietly proud, independent, sea-faring nation with a long, mutually beneficial relationship with Britain. A French invasion has recently been pushed back with the aid of the British, but it is only a matter of time before the French send reinforcements.Portugal's monarch, Maria I, has gone to Brazil to preserve a legitimate Portuguese government in exile. This policy of safety is sensible, because any conqueror will not be able to remove the rightful queen. Though Portugal is still under threat from the French, Portuguese arms and allies can gather their strength and defend the independence the country has always enjoyed.

Recently, Portugal's army has undergone significant reforms. The army has always fought bravely, but now it has been modernised and transformed into an effective fighting force. Portugal itself is not only protected by the Spanish mountain border, but by the Lines of Torres Vedras: a line of forts across the country with the lands in front levelled by a scorched earth policy. For any would-be attackers, there is no cover or comfort for miles. To end the French threat once and for all, defence is not enough. Napoleon has a vast disciplined "Army of Portugal", but he also has many enemies who are willing to form an alliance against him.

Portugal faces all the problems of a small nation fighting a greater power. Without allies, the Portuguese can only hope to live in a state of siege.
