Commanderies in Total War: Three Kingdoms are small groups of regions consisting of a capital and one or more subsidiary settlements.
The capital of each commandery is a settlement that can be upgraded from a Small Town to an Imperial City by construction of the Settlement Administration building chain.
The subsidiary regions are small settlements that specialise in one aspect of production such as farming, mining or toolmaking. They have only one building slot available, and only one building chain available for construction. The higher levels of these building chains increase the prestige level for the owning faction and also increase the base garrison.
Assignees and administrators can only be deployed to the capitals of a commandery. If the same faction owns the capital and one of its subsidiary regions any income multiplier from the capital's buildings, assignments or administrators will also apply to the output from the subsidiary region, making owning complete commanderies very much more valuable than owning the same number of separate regions.
The subsidiary regions can be besieged, fought for, and captured separately from the capital region.
