Unlocking
To recruit Axe Bands the Slave Mobilisation (TW3K Reform) must be learnt. Slave Mobilisation requires no prior reform but does include the building requirement for a Labourer Conscription Housing (Labour level 3) which has to be built in a Small City or higher.
