Unlocking
To recruit Jade Dragons the Hierarchical Enfeoffments (TW3K Reform) must be learnt. Hierarchical Enfeoffments requires 8 prior reforms. Those reforms include building requirements for Farm Labourer Camp (Government Support level 2) and Grain Silo (Grain Storage level 2). Construction of the Grain Silo requires a Small City.
