The Yellow Dragons are probably the hardest unit to access, to recruit Yellow Dragons the Mandate of Heaven (TW3K Reform) must be learnt. Mandate of Heaven requires 13 prior reforms! Those reforms include building requirements for a Confucian Temple (Confucian Temples level 2) and a Small City.
