Scythia are one of the factions in Rome: Total War designed to be non-playable. However they can be made playable by simple modifications to the game files.

Game Play
Scythia is very hard faction to play. They have almost no money in beginning and their cities are divided while many enemies await.
Starting Position
Scythia starts game in north part of Black Sea. They are bordered by Dacia and Thrace to the south,¸Armenia to the south east and Parthia to the east. They have four starting cities:
CAMPUS SCYTHII- Capital bordered by Thrace and Dacia
TANAIS- Deep inside Scythian empire by Black sea it is near Armenia
CAMPUS SAMARTAE- This city is in north part of empire bordered only by rebels
CAMPUS ALLANI- Campus Allani is bordered by Parthia on east.
Win conditions
SHORT CAMPAIGN- Hold 15 regions and destroy or outlast Dacia and Thrace
LONG CAMPAIGN- Hold 50 provinces including Rome
Units
Scythians have almost no infantry, all horses. Their horse archers are famous and pose a threat to every army.
Unique Units
HEAD HUNTING MAIDENS- these ferocious maidens fight with rage, they are worthy foes for any enemy. They are a cavalry unit.
HORSE ARCHERS- not unique but some types only belong to Scythians
SCYTHIAN NOBLES- true elites of the army, they are probably one of the best cavalry in the game apart from elephants and chariots.
AXEMEN- what infantry Scythia does have relies in the axemen. Not as great as that of Germania, they still can be relied on in a tight spot, and are great for clearing out Legionnaires.
Strategy guides
Possible strategy with Scythia is to storm into Europe beginning with Dacia and Thrace and settling into wealthy Greece. Another would be to build troops in Campus Allani and Tanais then storm south into Africa capturing wealthy coastal cities along the way.
