As the Seleucids, you have to knock out Egypt first as they are very powerful and will attack you if you don't attack them. Armenia will attack Hatra, Pontus might attack Sardis or Tarsus, and Parthia will probably attack Seleucia. Have strong garrisons in those cities, and, once Egypt is gone, attack Pontus, Parthia, and Armenia, in that order, before expanding into the Balkans. Your early game units will be quite weak, but you have some very strong late game units, making the eventual conquest of Italy easy.

The Seleucid Empire are one of the playable factions in Rome: Total War. They can be played by successfully completing either a long or short campaign with any of the Roman factions, by destroying them in the Imperial Campaign or by editing descr_strat.txt (more information on which can be found here.)

Silver Shield Legionaries: Local imitations of the soldiers of the Roman Legions. They are as good as Legionary Cohort except for having slightly lower morale.
