Although Morocco only controls one region, it has a strong navy with which it can easily place to block off the entirety of the Mediterranean sea should it wish to do so. It has a heavy interest in piracy and will usually assign dozens of ships to do so early on in the game. Any faction that wishes to trade with factions bordering the Mediterranean, as well as any faction that borders the Mediterranean and wishes to expand to the Americas or India, must either maintain friendly relations with Morocco, or crush it. Morocco borders Spain, which may find it a lucrative target for expansion in the early game.
