The Curia is a forum within the Total War Center which has existed since late 2003. It was created for the purpose of aiding the Hexagon Council in the running of the forums. The Curia is responsible for awarding members with Citizenship, several Curia Awards and proposing changes to TWC as a whole. Only Citizens may post in the Curia bar the Prothalamos.
The Curia makes suggestions about the running of the forums and is responsible for maintaining the Constitution of the TWCenter. The Constitution dictates the procedure for election of the Curial Officers, which are essential to the running of the Curia and some site facets.
The Curia is run on a day-to-day basis by the Consul and, if required, his appointed deputies the Censores. It is moderated by the Consul and the Censores, supported by Site Moderation for what concerns enforcing the Terms of Service.

Overview
According to the Constitution "It is the goal of the Curia to foster all communities within the forums of Total War Center, and in this spirit the Curia serves as an advisory group to, and an awards committee for, the site."
For the purposes of fulfilling its objectives, the Curia forum has four sub-forums for specific administrative uses and a fifth, the Symposium, for debate:
Quaestiones Perpetuae
This is the forum where Citizenship applications are posted and then processed by the Citizenry.
Prothalamos
A forum specifically created for formally proposing and discussing Amendments to the Constitution, Curial Decisions and the granting of Awards. Voting on proposals does not take place in this forum. While it is a part of the Curia, the Curial Overhaul 66 opened up posting to non-citizens. Therefore, non-citizens may to some degree participate in the Curia, although only to propose and debate awards, amendments and proposals. The Citizens still hold exclusive voting rights to anything that may come through the Prothalamos.
Curia Vote
A forum for voting on proposals that have the required support and for the election of Curial Officers. Posting is by custom limited to the notification of having voted. Proposals made by non-citizens in the Prothalamos with the required support end up here, but only citizens may vote on them.
Politia

A private forum visible to only the Citizen's Triumvirate and the Hexagon Council. Within this forum past Citizen disciplinary procedures and private referrals are stored. Reported posts are also stored for discussion by the Citizen's Triumvirate and possible further actions.
Symposium
A citizens only discussion forum. The forum is designed for debate, and as such the rules are considered somewhat more relaxed compared to other parts of the forum. It is however still moderated.
The Symposium also includes a subforum for the storage of threads relevant to the history of TWC, which make for many a compelling read.
History of the Curia
Various reforms have taken place within the Curia over time. Details of changes to the constitution from 2007 onwards can be found in the Annals of Amendments
Controversy
Throughout its existence the Curia has been a controversial subject. Even in its foundation there were those that opposed it, namely The Black Prince. Many have claimed the Curia is not an effective administrative body, that mob rule simply does not work on a forum, or that the Curia does not have the ability to undertake its goals. Under various Admin's the Curia has struggled to define its place on the site, to what authority it should truly command. Under Ogre's Network the Curia's existence came up in various arguments, but the most pressing event was just before the sale of the site to Imb39, where the Curia was almost deleted. One major proponent of reforms to the Curia was Professor420.
Curial Overhaul 66
A recent revamp to the Curia took shape under the Curial Overhaul 66 proposed on December 4th, 2018 where several aspects of the Curia was changed, involving function, management and location. Introduced and masterminded by the Hex under Hader the amendment passed after several pages of discussion, objection and revision. Some have argued that the Curia now is less important, while others that it now plays a stronger role in benefiting the site as a whole, which is its primary function anyways, according to the constitution
Further Simplification of the Curia
With the removal of the role of the Praefects, and the cancellation of the Citizens referrals, the Curia has been further simplified for what concerns disciplinary protocols. Suspension of Citizenship is now automatic, following the reception of a Moderation Infraction which carries points, and Citizenship can only be permanently removed by the means of an Ostrakon.
