The Khanate of Khiva was meant to be one of many unplayable minor factions in Empire: Total War. However, they were cut from the game at the last minute, and do not appear in the Grand Campaign.
Overview
If kept in the game, the Khanate of Khiva would originate in the area between the Caspian and Aral seas. In the present Grand Campaign, this area is a desert region, although it has a reasonable population.
The Khanate of Khiva might be able to be unlocked by inciting riots in said regions, although this has yet to be tested.
